Request for Proposals: Promote LGBTI Rights in Africa

Background
While there has been significant progress on LGBTI rights globally, the criminalization of same-sex relationships and variant gender expression, homophobic violence, and severe backlash from religious and traditional structures, continues to plague Africa. We are dedicated to strengthening the capacity of the LGBTI human rights movement worldwide to effectively conduct documentation of LGBTI human rights violations and by engaging in human rights advocacy with partners around the globe. The overall goal of IGLHRC’s work in Africa is to build stronger LGBTI rights movements in Africa based on the vision and direction of local, national and regional leaders. This request for proposals forms part of a grant received from SIDA (Swedish International Development Cooperation Agency) to promote LGBTI rights in Africa.
Request for Proposals
IGLHRC is calling for proposals from local, grass-roots civil society organisations and groups to do the following (must be able to deliver results in at least one of the areas below):
- Training LGBTI people in human rights documentation practices
- Documenting and disseminating LGBTI human rights abuses
- Engaging in local, national or regional LGBTI advocacy work to obtain concrete support for LGBTI rights from global and regional human rights bodies (i.e. CEDAW, ICCPR, African Commission, etc.)
- Promoting legal reform and legal remedies for LGBTI people, including decriminalization
- Sensitizing authorities to legislative requirements and legal protection of LGBTI people
- Supporting policy development towards abolishing inequitable laws affecting LGBTI people
Eligibility
- Must be a registered non-governmental organisation (or have NGO fiscal sponsor or partner) with a strong track record of engaging in LGBTI human-rights activities.
- Should be situated in at least one of the following countries: South Africa, Cameroon, Zambia, Zimbabwe and Malawi (Regional programs must be situated in the five target countries). Applications from other countries will not be considered.
- Must have strong internal governance processes in place and should be able to provide IGLHRC with regular project and financial reports.
Application Guidelines
- The application process has two phases. Phase one is a ‘concept note’ where successful organisations will be invited to submit a full proposal if the concept note is accepted. Phase 2 is a full proposal, after which a final decision will be made.
- Applications must be completed using Application Form provided. Complete all sections in the document (section 1-3). Incomplete applications will not be considered. Do not exceed the maximum word counts where applicable.
- Successful applicants might have to undergo a project audit and should budget for this accordingly.
- The minimum amount you must apply for is $10 000, and the maximum is $50 000. You may apply for funding for up to December 2014. It is anticipated that funding will commence in December 2013.
- Applications must be submitted in English. All information provided will be treated as confidential.
Final submission date: 18 October, 14:00 (South African Time). All submissions must be sent via email to lbotha@iglhrc.org. If you have any queries, you can write to lbotha@iglhrc.org - queries will only be answered up to 9 October 5pm. Late submissions will not be considered. IGLHRC reserves the right to accept or reject project proposals.
If you do not hear back from IGLHRC within two weeks of submitting your concept note, it means that you were not selected to submit a full proposal.
