This report was submitted jointly by ACCEPT-Romania, the International Gay and Lesbian Human Rights Commission (IGLHRC), and ILGA-Europe (the European Region of the International Lesbian and Gay Association) to the United Nations for consideration by the Human Rights Council under the Universal Periodic Review (UPR) of Romania, to be conducted in 2008. The UPR is a new mechanism through which the UN Human Rights Council will review the human rights records of al 192 United Nations member States on an ongoing, regular basis.
